PJM proposed requiring data centers to supply their own power, several states including Michigan, Texas, and Pennsylvania advanced or enacted rules addressing energy, water, and labor responsibilities, and utilities in Kansas, Missouri, and Virginia flagged potential rate increases of up to 10 percent for other ratepayers. The second theme is the scale of capital moving into AI infrastructure: Anthropic signed a $45 billion compute capacity deal with Nscale, Nebius raised $5.75 billion in convertible notes, FluidStack raised $830 million, and OpenAI announced plans for what it described as the world's largest AI data center campus in Ohio, while Hyundai separately announced a 100MW, 50,000-GPU campus it will operate outside cloud providers.
