Local restrictions. Fort Worth City Council enacted a temporary moratorium on new data center approvals (Aug 2026) while the city develops updated zoning and infrastructure standards. County-level debates continue elsewhere in the state. Separately, Gov. Abbott ordered TCEQ on Sept 21, 2026 to halt all data center permits statewide pending ERCOT and Water Development Board audits (the ERCOT audit is expected in mid-December). See the moratorium layer on the map.
